Co-Founder and Chief Executive Officer

Kelly Payette is the Co-Founder and Chief Executive Officer of Complete Operations Management Solutions (COMS). She brings over 15 years of experience in the healthcare industry and is recognized for her strong leadership and business expertise. Kelly holds an MBA and a Bachelor’s degree in Healthcare Management. She is also affiliated with professional organizations such as the American College of Healthcare Executives (ACHE) and the Texas Administrator’s Society (TBONES). In addition, she actively mentors young women pursuing careers in business.
Her entrepreneurial vision and passion for healthcare led her to co-found COMS alongside Dr. Umar Burney. Her long-term mission is to build global companies that support independent physicians and healthcare facilities with the consulting, tools, and technology they need to improve efficiency and achieve sustainable growth.

Lesly Dalton

Chief Operating Officer (COO)

With over 10 years of experience in the hospital and healthcare industry, Lesly Dalton is a seasoned multi-departmental expert known for a strong work ethic and a results-driven approach. Her background includes team procurement, project management, new hire training, and large-scale supervision, with a proven ability to improve operational efficiency, support cross-functional teams, and lead high-performing operations.
She thrives in fast-paced, mission-driven environments and excels at developing processes that align with organizational goals and enhance overall performance. Outside of work, she enjoys motorcycling and crafting, pursuits that reflect a balance of creativity and precision.
